* WHAT...Very cold wind chills as low as 15 below expected. 
Northwest winds will gust 30 to 45 mph today. 
 
* WHERE...Portions of northwest North Carolina, southwest and west 
central Virginia, and southeast West Virginia. 
 
* WHEN...From 7 AM this morning to 10 AM EST Monday. 
 
* IMPACTS...The cold wind chills as low as 15 below zero could 
result in hypothermia or frostbite if precautions are not taken. 
Frostbite and hypothermia will occur if unprotected skin is 
exposed to these temperatures.
